I want to thank you for your patience with us in considering your proposal submitted in your letter of February 14 following your discussion to Mr. McKinlgey.

I am reluctantly forced to the conclusion that there is no possibility that we could recommend support for this proposal to our Trustees in view of the program priorities which we have been instructed to observe.
